Strategic objective: build regulatory capacity in Member States consistent with good regulatory practices to ensure access to safe, effective, and quality‑assured medical products, by developing and maintaining policy, methodology, and tools for benchmarking national and regional regulatory systems. Responsibilities Provide technical leadership and managerial support in regulatory systems strengthening, regulatory cooperation, convergence, harmonization, networking, and reliance. Develop technical health policies and strategies in collaboration with regional and country offices, and advise on strengthening target clienteles. Manage the programme area, including a small technical staff, financial resources, and work planning to achieve objectives. Lead and conduct research on best practices and disseminate information for capacity building. Manage monitoring, evaluation, and reporting of key performance indicators and reporting requirements. Serve as technical reference among peer community, UN agencies, and other stakeholders. Liaise with other UN agencies, donors, and research institutions to position technical work within global and national policies. Represent the programme at meetings to advocate for regulatory systems strengthening; perform related duties as assigned. Specific Duties Coordinate global strategies and undertake benchmarking of national regulatory authorities using WHO global benchmarking tool. Lead development and maintenance of WHO Listed Authorities Framework and Coalition of Interested Parties. Coordinate and endorse responses to country requests for benchmarking and propose capacity‑building activities. Monitor the impact of WHO policies through regulatory intelligence systems and propose changes or new initiatives. Education Essential : Advanced university degree (master's level) in medicine, pharmacy, biology, biochemistry, chemistry, microbiology, or health science. Desirable : University degree in another related field. Experience Minimum 10 years of professional experience in regulating medical products and in regional/international regulatory cooperation, convergence, harmonization, reliance, or work‑sharing initiatives. Experience working with low‑ and middle‑income countries, including policy and strategy development. Experience managing human and financial resources. Experience leading or coordinating audits/benchmarking of regulatory systems. Experience with WHO guidelines and internationally recognized technical standards. Familiarity with WHO regulatory strengthening, regional and international harmonization, networking, and WHO Prequalification programmes. Skills Planning and coordination of multidisciplinary public health programmes. Developing and establishing policies and strategies. Managing diverse teams and financial resources. The remuneration comprises an annual base salary starting at USD 103,165, a variable post adjustment reflecting cost of living, currently USD 7,798 per month.
